IEC provided project management and project engineering for the Clean Energy Systems (CES) 80MW Kimberlina Zero Emission Power Plant. CES is testing a new zero-emission energy generation concept that utilizes high temperature engine technology to produce high pressure and high temperature steam for use in a steam turbine generator.

IEC initially developed a user-friendly computer program that simulates the Kimberlina gas generator operation and a mathematical heat and mass balance computer model for various CES power plant configurations. IEC also developed a multi-stage, one-dimensional gas turbine computer model for design and off-design conditions that evaluates performance using various fuels.

Our engineers then supported the preparation of the PG&E Interconnect Application for the project. This involved review of existing plant documentation, preparation of an interconnection application package, and technical coordination with PG&E personnel. Additional electrical engineering support included selecting relays according to PG&E requirements; revising original drawings; completing electrical engineering design for new relays; completing the protective relay settings for new relays; supporting the CAISO metering; and updating the design drawings to reflect as-built installation of the equipment.

IEC engineers managed the new design modifications, which included adding structural steel piperacks, process piping (including high pressure steam, feedwater, cooling water, natural gas, and oxygen), foundations, exhaust ducting, modifications to existing equipment, and modifications and upgrades to the existing 480V and 12kV electrical systems, instrumentation, and controls. IEC provided detailed electrical, controls, mechanical, and structural drawings, calculations, and specifications for all of the above work. All documentation was stamped by California Registered Professional Engineers for submittal to the local building department.
