City of Healdsburg Floating Solar Project

IEC to provide owner’s engineering services to conduct a technical review of a new 3 megawatt floating solar project.

The City of Healdsburg called upon IEC to provide owner’s engineering services to conduct a technical review of a new 3 megawatt floating solar project located at the City’s wastewater treatment plant (WWTP). The City is developing the project through a power purchase agreement (PPA).

IEC recommended contract terms and conditions, minimum code requirements, best practices, equipment and technical requirements for inverters, switchgear, electrical protection, metering, monitoring, reverse power curtailment, minimum equipment efficiency, power generation minimum guarantees, and secondary containment.

IEC performed a code compliance review for the anchoring system and floating panel system. During construction, IEC provide observation of electrical system installation for compliance with drawings and quality of workmanship.

IEC provided a single point of contact Project Manager to directly support Healdsburg’s Electric Department Utility Director. IEC met with the City of Healdsburg weekly and provided quick responses to questions and submittal reviews. Additional engineering specialists were brought into the review process, as needed, to provide technical expertise based on years of PV system development, design, and operation.
