IEC prepared detailed capital and O&M cost estimating for the $300 million Solano Wind Project to be developed in five stages. IEC evaluated the incremental cost of energy for each phase and compared it to the costs of power purchase agreement (PPA) for other energy supplied by IPPs, as well as against the cost of power from the Keifer Landfill Project and the District’s Consumnes Power Plant. The economic evaluation included all contractor and District costs; transmission infrastructure upgrade costs; transmission fees; state, county, and local taxes & fees; and energy shaping, forecasting, and firming costs. The economic evaluation formed the basis for project funding decisions by the District’s Business Planning and, ultimately, the Board of Directors.
