IEC provided design engineering services for a small combined cycle power plant utilizing two Rolls Royce gas turbines and one Terry steam turbine. The plant supplies steam and electricity to the wastewater treatment facility; it uses a combination and receives digester gas in return.

IEC was responsible for all electrical, mechanical, and instrumentation & controls (I&C) work. IEC also worked directly with the City of Fresno Plan Check Department to permit all drawings and provided document control management for all submittals. Mechanical and I&C work included creating new piping and instrumentation diagrams (P&IDs) and mechanical layout and detail drawings. Electrical work included electrical raceway layout and detail drawings, raceway cable schedule, conduit fill reports, termination schedule, loop diagrams, and MCC schematics. IEC integrated the new equipment into the existing substation ground grid. IEC coordinated the relay protection with the interconnecting utility (PG&E) and provided all of the relay settings for its approval.
