Panoche Peaker Facility

IEC provided project and design engineering services for a 50MW Peaking Facility utilizing an FT-4 Twin Pac gas turbine generator. The plant was relocated from the original Brownsville, Texas site to a undeveloped land at Panoche, California. IEC was responsible for all design engineering including civil/structural, mechanical, electrical, and I&C. Work included developing all construction drawings and specifications to properly install the gas turbine unit, exhaust duct, and all associated ancillary equipment. The CO- and SCR-equipped exhaust duct is a unique “pant leg” design that allows the common SCR system to achieve permit levels of NOx with one or both turbines operational. IEC also led the permitting process with the County of Fresno.

This fast track project was redesigned and relocated in a period of three months. IEC worked directly with the County of Fresno to expedite the approval process and was required to come up with creative solutions to accelerate design and implementation to stay on schedule. IEC also divided the design packages to accommodate field installation. In addition to these services, Wellhead Power Panoche contracted IEC to provide project and construction management support from conceptual design through construction and startup.
